An RC Name Change Is Not an Ownership Transfer

A transfer of ownership is what happens when a vehicle changes hands, from you to a buyer. It uses the transfer forms, it carries a transfer fee, it moves the insurance to a new policyholder and it creates a new owner record.

A name change is you, the same person, with a different name on the same vehicle. Nothing has been sold. Nothing has changed hands. The registering authority is amending the particulars in an existing record.

Getting this wrong is expensive. A transfer application costs more, involves the seller and buyer machinery you have no use for, and creates confusion in your insurance and tax records that you then have to unwind.

Tell the RTO clearly what you are doing. You are applying for a change in the name recorded in the certificate of registration following a legal change of name, and you have the gazette notification or marriage certificate to support it. If a counter suggests a transfer, ask them to confirm that against your documents before you pay anything.

The RC results are about the wrong thing entirely

Search for an RC name change and page one is dominated by ownership transfer guides: Form 29, Form 30, seller and buyer signatures, NOCs between states. That is the process for a vehicle changing hands. Your case, the same owner with a new name, is a modification of the recorded particulars, and it is cheaper and simpler. The blended version is why people finish one and believe they have finished both.

State-specific requirements stated as universal

Several ranking pages list a national newspaper advertisement, a gazette notification and a notarised affidavit as if all three were always required for a licence name change. In practice a surname change after marriage normally runs on the marriage certificate, and the newspaper notice is a requirement some states impose, not a national rule. Check your state's list rather than assembling documents a blog invented for you.

Silence on insurance, PUC and the financier

Nothing ranking covers the three records that hang off the RC: the insurance policy, which should be endorsed in the new name as soon as the RC is amended or a claim can be questioned, the pollution certificate at its next issue, and the financier's hypothecation on a loan-funded vehicle, which can require a no objection before the record is touched.

Part One: The Driving Licence

Applying Online

  • 1. Go to sarathi.parivahan.gov.in and select your state.
  • 2. Choose services on DL.
  • 3. Enter your licence number, date of birth and the captcha.
  • 4. Complete e-KYC with an OTP.
  • 5. Select change of name in DL from the service list.
  • 6. Upload your documents, photograph and signature.
  • 7. Pay the fee and note your application number.

Some states then call you in to the RTO for biometrics or verification even where the application started online, so do not assume the online route is entirely remote.

Applying at the RTO

Where the online route is not available in your state or your case needs a counter, the sequence is approval from the designated officer, data entry, fee payment and then biometrics, photograph and signature capture.

Reported at around Rs 200, with processing usually in the range of 15 to 30 days, and a separate smart card charge in some states. Track it on Parivahan with your application number and date of birth. Confirm the current fee on the portal at payment, since state schedules differ and are revised.

Part Two: The Vehicle RC

Where the Application Goes

To the registering authority that issued the RC, not necessarily the RTO nearest to where you now live. If your vehicle is registered in another state, that is where the application belongs.

  • Original RC, or the smart card
  • Notarised affidavit confirming the name change
  • Gazette notification, or marriage certificate for a surname change
  • Old identity proof and new identity proof, with the new one notarised where asked
  • Address proof matching the address on the RC
  • Pencil impressions of the chassis and engine numbers

  • Valid pollution under control certificate
  • A formal application letter requesting the change in the recorded name

Fee and Timeline

Reported at not more than around Rs 500 for the smart card issue and RTO processing in a straightforward case, though state schedules and any smart card charges vary. Expect a few weeks, longer where physical inspection of the vehicle is required.

Requirements differ noticeably between RTOs. Ring or check your specific RTO's list before travelling, because a wasted trip with a vehicle is a worse afternoon than a wasted trip with a folder.

Insurance and PUC Follow the RC

The part nobody covers, and the one that matters at the worst possible moment.

Your insurance policy and your pollution certificate carry a name. Once your RC says something different, you have a mismatch sitting in the file that decides a claim.

Tell your insurer and have the policy endorsed with the new name. It is normally a simple endorsement rather than a new policy, and it costs little or nothing. Do it as soon as the RC is amended, not at renewal, and certainly not after an accident.

Some RTOs prefer to see the insurance already endorsed in the new name when you apply. Ask which order yours wants.

Sequence It Properly

  • 1. Aadhaar and PAN first, as with everything else in the chain.
  • 2. Driving licence, since it is the simpler of the two and gives you a photo ID in the new name.
  • 3. Vehicle RC, using the updated licence as one of your supporting identity documents.
  • 4. Insurance endorsement, immediately after the RC.
  • 5. Pollution certificate, at its next issue.

Doing the RC before the licence is possible but means producing an old-name licence as your identity proof for a new-name application, which some counters query.

Special Situations

After Marriage

A Spelling Correction

Treated as a correction of particulars rather than a name change, and usually lighter. Produce a document carrying the correct spelling. If your licence is the only record that is wrong, this is a small fix and there is no need to touch anything else. If Your Vehicle Is Financed

If the vehicle is under a loan, the financier's hypothecation is recorded on the RC. A third party therefore has an interest in that record, and your RTO may require the financier's no objection before amending it.

Tell your lender early. Getting an NOC from a bank takes longer than anything else on this page, and discovering the requirement at the RTO counter costs you the trip.

If Your Vehicle Is Registered in Another State

Common if you have moved. The application goes to the registering authority that issued the RC. If you were already planning to re-register the vehicle in your new state, ask whether the name change can be handled alongside that rather than as a separate exercise.

More Than One Vehicle

Each RC is a separate application. Two vehicles means two sets of documents, two fees and two rounds of chassis impressions.

Commercial Vehicles

Permits, fitness certificates and tax records carry the name too. Deal with those alongside the RC rather than discovering them at the next renewal.
